How does Santai’s footwear and apparel industry become a model for southwest China?
In recent years, domestic textile industrial transfer has slowed down due to the epidemic. Orders in the eastern region have decreased, and investment enthusiasm has been affected. So what has been the development of the textile industry in the west and southwest, which have always been known as low-value areas for industrial development, in recent years?
On February 28, a reporter from Textile and Apparel Weekly followed a delegation from the China Textile Federation Industrial Park Office into Santai County, Mianyang City, Sichuan Province to learn about the development of the local textile and apparel industry and explore the vitality and motivation of the development of the textile industry in the central and western regions. .

The textile industry in western China has strong competitiveness
As we all know, with the iterative updates of digitalization in the textile industry in recent years, productivity levels have been greatly improved. At the moment when heroes are judged on average per mu, even the western region no longer welcomes low-income people in the process of attracting investment in the textile industry. end, backward production capacity, but continue to guide eastern enterprises to achieve resource complementarity in creating an upgraded version of “Eastern Textile Moving West” through technological upgrading, equipment updating, and process replacement. ,win-win.
Nowadays, Western Textile has even been at the forefront of the industry in some areas.
Jialian Printing and Dyeing Co., Ltd. is a company specializing in the production of workwear fabrics. It is located in Nansiba Industrial Zone, Tongchuan Town, Santai County. It has established a complete industrial chain alliance from fiber – spinning – weaving – printing and dyeing. More than 80% of its products are sold to Europe, America, Asia, the Middle East, Africa and other markets. It is China’s R&D and production base for special workwear camouflage fabrics and one of the top ten printing and dyeing companies in China. . Jiaxi Printing and Dyeing is a wholly-owned subsidiary of Jialian, specializing in the production of military camouflage fabrics and providing military fabrics to more than 90 countries around the world.
Walking into Jialian Jiaxi, there are a variety of camouflage fabrics displayed in the exhibition hall. The most eye-catching one is the “Military Anti-infrared Camouflage Stealth Fabric”, a national small giant enterprise and China The two plaques of the top ten in the printing and dyeing industry demonstrate the company’s significant competitive strength in the segmented fields.
The reporter learned that in 2021, the entire Jialian Jiaxi factory will implement technical transformation. After the technical transformation is completed, all the original equipment will be eliminated, and the production capacity will account for about 10% of the country. It will create a global military anti-infrared stealth A benchmark company for fabrics. It is expected that the output value of Jialian Jiaxi will reach 3 billion yuan this year.

Three Taiwan shoe and apparel industries realize chain agglomeration
The enthusiasm of the southwest region to actively undertake transfers has now been transformed into a real industry promotion effect.
In 2022, the Mianyang Municipal Party Committee and Municipal Government will implement the “Park Quality Improvement” and “Enterprise Full Park” actions, taking overall consideration of the industrial development foundation and resource endowment conditions of the city, counties (cities, districts), and parks, and focusing on industrial subdivisions. , highlight differentiated development, accurately position the park’s leading industries and characteristic industries, and promote the development of the park’s industries in the direction of “specialization, excellence, and excellence”. In June of the same year, the Mianyang Municipal Party Committee and Municipal Government awarded Santai the Mianyang City Special Garment Industrial Park. The park focuses on the development of textile, printing and dyeing, clothing, shoe production and processing and other fields, and continuously improves the entire industrial chain of textile, printing and dyeing, shoes and clothing, warehousing, and distribution.
Zhao Jintao, secretary of the Party Working Committee of Santai Industrial Park, said in an interview with a reporter from Textile and Apparel Weekly that the planned area of the special clothing industrial park is 12.5 square kilometers, involving Qingdongba, Nansiba, Huangjiaba, and Zizhou Industrial City. Contiguous areas such as the New District focus on the development of textile, printing and dyeing, clothing production and processing and other fields. Currently, 200,000 square meters of standard factory buildings and more than 100,000 square meters of supporting buildings are being built. The supporting buildings are expected to be delivered within the year. Among them, there are 120,000 square meters of standard factory buildings that can be immediately settled by shoe and clothing textile companies. At the same time, more than 800 acres of industrial land are available for immediate settlement by shoe and clothing textile companies, with sufficient carrying space. Now it has settled in more than 50 enterprises such as Jialian Jiaxi, Hongxing Erke, Hanbinlin, Yile Textile, Anjina, Jinxintai, etc., with more than 7,000 industrial workers, and has formed a special “spinning-weaving-printing and dyeing-garment” Clothing industry chain.
In 2022, the park will have 13 registered enterprises in the textile, footwear and clothing industry, achieving a total industrial output value of 6.26 billion yuan and a tax revenue of 70 million yuan. The textile and garment enterprises in the park account for 90% of the county’s textile and garment industry, their output value accounts for 98% of the county’s textile and garment industry, and their tax revenue accounts for 99% of Santai County’s textile and garment industry.
Regarding the advantages of using the park as a carrier to develop the textile industry, Zhao Jintao pointed out that developing the industry in a park is conducive to building a complete industrial chain and better exerting upstream and downstream synergy capabilities. “Today, Santai County has Jialian Jiaxi Printing and Dyeing and Workwear Fabrics Industrial Park, Hongxing Erke Western Shoes and Clothing Manufacturing Base, Hanbinlin Group Sports Equipment Manufacturing Base, and Anjiina Sports Intelligent Industrial Park, forming a spinning, weaving, and dyeing industry. A relatively complete textile, footwear and clothing industry chain including garment manufacturing, shoemaking and home textiles.” Zhao Jintao said that the industrial park can exert the industrial cluster effect and attract more outstanding companies. Together, the regional economic development of the industrial park will have certain advantages in terms of cost, market resources, professional technology, professional talents, and industrial structure, thereby promoting the development of the regional economy. healthyContinuous development.

Excellent parks across the country gather to empower the development of Santai
On March 15, Santai will host the “2023 National Textile and Garment Industrial Park Work Conference”. This is the first time that Santai has hosted a national textile industry event. Regarding Santai County hosting the conference this time, Deng Chengzhi, deputy director of Santai Industrial Park, said in an interview with a reporter from Textile and Apparel Weekly that this will be a good start for Santai’s textile industry to move to a new level. “The China Textile Federation is a national textile industry organization that promotes the textile industry’s development strategy, development planning, industrial policy and structural adjustment, technological progress, brand building, market development, and comprehensive coordination of economic and technical relationships among various textile industries to promote the industry. It has unique resource advantages in structural adjustment and industrial upgrading, and in promoting horizontal economic alliances and collaborations.”
According to reports, in 2017, Santai Industrial Park, as a representative of industrial parks in southwest China, was awarded the national textile industry transfer pilot park by the China Textile Federation. Through five years of construction and development, the scale of Santai’s textile industry has further expanded. Deng Chengzhi believes that by hosting the 2023 National Textile and Garment Industrial Park Work Conference hosted by the China Textile Federation, the organizational leadership role of the ChinaTextile Industry Federation can be effectively exerted, which will help Attract corresponding industrial resources at home and abroad, promote and publicize industry status, undertake industrial transfer, promote project attraction, cultivate and create brands, cultivate professional talents, etc., enhance the visibility and influence of Santai County’s textile and garment industry nationwide, and boost Santai The textile and clothing industry is developing green and highquality.
“In the future, Santai will adhere to the policy of ‘increasing investment volume, bringing terminals upstream, and promoting development collaboratively’, improve the quality and efficiency of investment attraction, focus on introducing professional wear, sports shoes and apparel industries, drive chemical fiber and textiles, and upgrade printing and dyeing , appropriately lay out industrial and outdoor products, and strive to build the park into an industrial cooperation demonstration park in the Chengdu-Chongqing economic circle, a professional clothing manufacturing center in western China, a sports shoes and clothing production base in western China, and a national textile and apparel industry demonstration park.” Deng Chengzhi is confident about this.
It is reported that with the successive commissioning of new projects in Santai Industrial Park, Santai County’s annual weaving capacity will reach more than 200 million meters, and an additional annual production capacity of 100 million pieces/sets of underwear will be added. At the same time, projects such as Anjina Digital Sports Industrial Park, Xiongxing Shoemaking Industrial Park, and Yile Textile Phase II have started construction. After these projects are completed and put into operation, they will effectively alleviate the problem of “strong printing and dyeing, weak at both ends” of Santai County’s textile industry. Based on the current development situation, it is expected that the output value of Santai County’s textile, footwear and clothing industry will exceed 10 billion yuan next year.
Although the Santai textile industry has not yet become a “phenomenon” in industrial transfer, Santai County plays an irreplaceable demonstration and leading role in the southwest textile industry system. I believe that through communication and exchanges with outstanding textile parks across the country, Santai will continue to unlock the code for the development of the southwest textile industry.
