Liaoning Xiliu Garment City’s national market procurement trade method pilot program has been applying since 2015. In September 2020, it was jointly recognized by seven ministries and commissions including the Ministry of Commerce. It is the only market procurement trade method pilot in Northeast China.
According to reports, the market procurement trade method refers to the trade method in which commodities are purchased in recognized market gathering areas, and qualified operators handle export customs clearance procedures. Market procurement trade methods mainly have the characteristics of low entry threshold, fast customs clearance and export, excellent tax policies, and flexible foreign exchange management.
Experts said that the Xiliu Garment City National Market Procurement Trade Pilot will provide state support for individual industrial and commercial households, small and micro enterprises engaged in foreign trade, including value-added tax exemption and non-refundable, simplified declaration, RMB exchange settlement and other preferential policies. .
