It is understood that Shengze Town is located in the center of the Yangtze River Delta and Taihu areas, in the core area of the Yangtze River Delta ecological green integrated development demonstration zone, with a complete industrial ecology from raw materials to terminal brands, and is an important textile industry base in the world. Since the “dual carbon” goal was proposed, Shengze has taken the lead in responding and carrying out “dual carbon” work in the textile industry.
On June 16, 2021, Shengze released the carbon neutral vision of Shengze TextileIndustrial Cluster and established the development goal, that is, striving to create the best practice for climate governance in China’s industrial regions , striving to take the lead in building the world’s leading zero-carbon textile industry cluster, and making action commitments, including: establishing Shengze Town’s carbon peak and carbon neutrality work leading group and work executive committee as soon as possible, and joining ChinaTextile Industry Federation’s “Climate Innovation 2030 Action” has formulated the Shengze textile industry’s carbon emission baseline and dual-carbon roadmap plan that are in line with the Paris Agreement and China’s nationally determined contribution goals, and released a “White Paper”, etc.
In July 2021, Shengze launched the “Wujiang High-tech Zone (Shengze Town) Textile Industry Climate Innovation Action Project” and carried out the preparation of the “White Paper” and other work. Shengze’s exploration and practice will have important practical significance for China and the world in exploring the path to peak carbon neutrality in the textile industry, and will also serve as a reference for other industrial fields.
Industrial energy consumption accelerates the transformation to high efficiency, low carbon and clean
The “White Paper” sorts out the development status of Shengze’s textile industry and the progress of green and low-carbon development, analyzes the status and trends of energy consumption and greenhouse gas emissions in the textile industry from 2015 to 2021, and provides guidance on the climate actions of Shengze’s textile industry in the current and future period. The opportunities and challenges faced are analyzed. Secondly, the scenario analysis method is adopted, and based on the comprehensive consideration of major factors such as the development goals of Shengze’s textile industry, the enterprise’s energy saving and emission reduction action potential, and the trend of power grid and thermal decarbonization, the setting Five development scenarios were developed: “Baseline Scenario”, “Power Grid Decarbonization Scenario”, “Existing Action Scenario”, “Enhanced Action Scenario” and “2°C Scenario” to analyze the long-term greenhouse gas emissions development of Shengze’s textile industry from 2022 to 2060. Trends were predicted and analyzed, and climate action goals and plan suggestions for Shengze Textile Industry were given. Finally, after comprehensive research and analysis, the important directions and key measures for climate action in Shengze’s textile industry were proposed.
The “White Paper” analyzes that energy consumption in Shengze’s textile industry is accelerating its transformation to high efficiency, low carbon, and cleanliness. First, total energy consumption shows a slow growth trend. From 2015 to 2019, the total energy consumption of enterprises in the textile industry increased by 140,300 tons of standard coal, with an average annual growth rate of 1.93%; affected by the epidemic in 2020, the industry’s economic development and energy consumption dropped sharply. In 2021, as the industry Economic development has recovered, and energy consumption has also resumed and increased to 1.8448 million tons of standard coal, but it is still lower than the level in 2019. Second, energy utilization efficiency is gradually improved. Since 2015, Shengze has established and improved a “dual control” system for energy consumption intensity and total volume, and the overall energy consumption intensity of the textile industry has maintained a downward trend. In 2021, the energy consumption intensity of enterprises in the textile industry is 0.34 tons of standard coal/10,000 yuan, a decrease of 14.85% from 2015. Third, the energy consumption structure is continuously optimized, and energy consumption is accelerating the transformation from primary energy to secondary energy. Total coal consumption in 2021 dropped to 560,300 tons of standard coal, accounting for 30.4% of the total energy consumption of the cluster, a decrease of 13 percentage points from 2015; the sum of electricity and heat consumption accounted for 66.3% of the total energy consumption of the cluster. This is an increase of about 9 percentage points from 2015.
Greenhouse gas emissions show a trend of “first rising and then falling”
According to the analysis of the “White Paper”, the greenhouse gas emissions of Shengze’s textile industry show a strong aggregation trend of “first rising and then falling” in total emissions.
According to reports, the total emissions of Shengze’s textile industry increased to 6.834 million tons of carbon dioxide equivalent in 2019, dropped significantly in 2020 due to the impact of the epidemic, and rebounded to 6.056 million tons of carbon dioxide equivalent in 2021 as the economy recovers. At the same time, the trend of emission intensity is opposite to that of total emissions, that is, it first decreases and then increases. In 2021, the emission intensity will be approximately 1.21 tons of carbon dioxide equivalent/10,000 yuan.
It is understood that��Emissions from Shengze’s textile industry mainly come from electricity, raw coal and heat consumption. From 2015 to 2021, the sum of greenhouse gas emissions generated by the three energy consumptions accounted for more than 96% of the cluster’s total emissions. In terms of industrial distribution, the emissions of the textile industry and chemical fiber manufacturing industry accounted for 61.43% and 38.42% of the cluster respectively in 2021; in terms of enterprise distribution, the combined emissions of 38 enterprises accounted for more than 80% of the cluster. Showing strong aggregation.
The action goals and paths are clear
The “White Paper” points out that based on the scenario analysis results, taking into account the national “double carbon” goals, local peak task requirements and Shengze’s textile industry development plan, it is recommended that Shengze’s optional enhanced action scenario path be the textile industry climate action path.
Under this scenario, the climate action goals and paths of the Shengze textile industry have been clarified: the greenhouse gas emissions of the textile industry will reach a peak in 2029, with a peak level of 12.146 million tons of carbon dioxide equivalent, a plateau period from 2029 to 2035, and neutralization The time is 2058, and emissions are controlled below 1.5 million tons of carbon dioxide equivalent.
The “White Paper” points out that in order to achieve the above goals, Shengze should formulate and implement an action plan for the green and low-carbon transformation of the textile industry, build a modern textile industry system characterized by high efficiency, green, recycling and low carbon, and achieve highQualityand sustainable development. Effective measures can be taken focusing on the low-carbon transformation of energy consumption, building a green and low-carbon industrial system, enhancing green technology innovation capabilities, and cultivating green and low-carbon brands.
