Environmental resources are scarce resources, and their allocation must be optimized and more attention should be paid to the role of market mechanisms. The Zhejiang Provincial Ecological Environment Protection Regulations, which were previously reviewed and approved, clearly establish and implement a unified paid use and trading system of emission rights across the province, and strengthen the supervision and management of the entire process of emission rights trading.
