The “Guidance Opinions” propose that by 2025, the supply capacity and level of urban environmental infrastructure will be significantly improved, the shortcomings and weaknesses in key areas and key fields will be accelerated, and a comprehensive collection of sewage, garbage, solid waste, hazardous waste, and medical waste will be established. An environmental infrastructure system that integrates treatment and disposal facilities with monitoring and supervision capabilities; by 2030, a modern environmental infrastructure system that is complete, efficient, practical, smart, green, safe and reliable will be basically established. At the same time, it is proposed that by 2025, the new sewage treatment capacity will be 20 million cubic meters per day, the domestic waste classification collection and transportation capacity will reach about 700,000 tons per day, and the urban domestic waste will be incinerated. The processing capacity will reach about 800,000 tons/day, and the comprehensive utilization rate of newly added bulk solid waste will reach 60% and other specific goals.
The “Guiding Opinions” clarified 15 key tasks in five aspects to accelerate the construction of urban environmental infrastructure. The first is to speed up the filling of shortcomings in capabilities, including improving sewage collection, treatment and resource utilization facilities, gradually improving domestic waste classification and processing capabilities, continuing to promote the construction of solid waste disposal facilities, and improving hazardous waste and medical waste disposal capabilities. The second is to focus on building integrated urban environmental infrastructure, including promoting the overall planning of environmental infrastructure systems and strengthening the coordination and efficient connection of facilities. The third is to promote smart green upgrades, including promoting digital integration and promoting green and efficient development of environmental infrastructure. The fourth is to improve the marketization level of construction and operation, including actively creating a standardized and open market environment, in-depth implementation of third-party environmental pollution management, and exploring the development of comprehensive environmental management custody services. The fifth is to improve the security system, including strengthening scientific and technological support, improving the price and charging system, increasing fiscal, taxation and financial policy support, and improving the statistical system.

The fiber processing volume of industrial textiles accounts for more than 33% of the total textile fiber processing volume in the country, and it has ranked second in the three major terminal application areas of clothing, industrial use, and household use in the textile industry. According to statistics, during the “Thirteenth Five-Year Plan” period, the average annual growth rate of the filtration and separation textiles industry reached 7.9%; the average annual growth rate of the geotechnical and construction textiles industry reached 6.9% ; The average annual growth rate of the safety and protective textile industry reached 5.3%; the average annual growth rate of the nonwovens industry reached 13.19%. The industrial textiles industry has developed into the main economic growth point of the textile industry.
The “Textile Industry “14th Five-Year Plan” Development Outline” clearly states that by 2025, industrial textiles will account for 35% of the fiber consumption of the three major textile and apparel terminals.
