Reminder about the Egyptian government’s plan to compel third-party inspection certificates for imported textiles
According to Ministerial Decree No. 626 and 660 of the Egyptian Ministry of Trade and Industry in 2011, starting from June 15, importers are required to import textiles, leather and footwear products, must issue documents provided by the exporter and have been subject to Egyptian import and export supervision. International inspection certificate recognized by the General Administration (hereinafter referred to as GOEIC). The main contents are as follows:
1. Product categories
Textiles (ready-made garments, apparel, linens and textiles for clothing, dyed yarns, carpets, home textiles); natural and artificial leather; footwear and parts thereof; luggage and bags.
2. Two authentication methods
(1) One-time inspection
Each time the importer imports all the above-mentioned goods, they must be inspected by a third-party international inspection agency at the place of origin before shipment, and obtain an inspection and testing certificate. This method is suitable for trade with less frequent exports to Egypt.
(2) Manufacturer registration system
All importers (local agents, customer representatives and retailers) need to register with GOEIC and meet the following requirements:
1. Written application including manufacturer and imported product name;
2. Proof of legal entity of the manufacturer;
3. Manufacturer’s production and operation license;
4. The manufacturer has quality control system certification;
5. Products must comply with Egyptian quality inspection standards.
According to the requirements in points 4 and 5, the manufacturer should issue an audit certificate issued by a third-party international inspection agency certified by GOEIC. The filing is updated once every June. This method is suitable for trade with a high frequency of exports to Egypt within a certain period of time.
3. Qualifications of testing institutions
The inspection report should be issued by a third-party international inspection agency that complies with ISO17020 standards. The following is a list of institutions recommended by GOEIC.

IAAC Inter American Accreditation cooperation
APLAC Asia Pacific Laboratory Accreditation cooperation
EA European Cooperation of Accreditation
Arab Accreditation Agency
AFR AC African Accreditation Cooperation
Other testing agencies can also apply for qualifications from GOEIC and provide exporters with inspection reports after being recognized by GOEIC.
Special reminder: When applying for inspection from a third-party international inspection agency, exporters should confirm that the agency has been registered with GOEIC and has the qualifications to issue inspection certificates. The certificates issued by any international inspection agency that is not registered with Egypt’s GOEIC will be invalid.
4. Implementation time
The implementation of the above regulations has been postponed to June 15.
