Peru launches anti-dumping investigation into Chinese clothing and other textiles

On June 23, 2012, the Peruvian National Agency for Competition and Intellectual Property Protection issued a notice stating that due to dumping behavior in clothing and other textiles imported from China that harmed Peruvian national industry, the agency decided to launch an official anti-dumping investigation. The protection agency said that the products included in the investigation this time are mainly ready-made garments and products made of knitted and woven fabrics exported from China to Peru, including coats, jackets, men’s and women’s shirts, sweatshirts, socks, pants, baby clothing, Sportswear, swimwear, and other items such as handkerchiefs, scarves, belts, and ties. According to the decision of the Protection Agency, the Peruvian garment manufacturers, importers and Chinese garment exporters involved in the case should submit their respective evidence or accusations within 6 months in order for the Agency’s Anti-dumping and Subsidy Investigation Committee to make a final ruling.

The agency stated that the above decision was made because the physical characteristics, uses, materials and tariff classifications of clothing and other textiles exported from China to Peru are the same as those made in Peru. There is already evidence that China has dumped textiles and clothing exported to Peru, causing damage to Peruvian national textile industry production.

The agency believes that in 2011, China became the main supplier of the Peruvian clothing consumer market, and its product sales share accounted for 57% of the Peruvian clothing market. The influx of a large number of cheap products from China caused the market share of Peruvian domestic clothing to decrease by 15.9% between January 2009 and December 2011. In 2011, Peruvian garment output dropped by 9% from the previous year, market sales dropped by 16.4%, and profits dropped by 13.1%.
