New Year’s message | Gao Yong, Secretary of the Party Committee of China Textile Federation: Relying on strong resilience and vitality to ensure the steady development of the industry
Relying on strong resilience and vitality to ensure steady development of the industry
2021 is a milestone year in the history of our party and country. This year marks the 100th anniversary of the founding of the Communist Party of China. After decades of continuous struggle, our country has built a moderately prosperous society in all respects as scheduled and achieved the first centenary goal. At the same time, it also started a new journey towards the second centenary goal. In response to the major changes unseen in a century and the epidemic of the century, the textile industry has generally achieved stable and healthy development, and has also shown strong resilience and vitality. It has taken new steps to build a new development pattern and highqualityNew results have been achieved in development, achieving a good start in the “14th Five-Year Plan” and making outstanding contributions to stabilizing the economy, protecting people’s livelihood, promoting employment and preventing risks.
The industry shows a restorative growth trend
In 2021, the industry operation will show a restorative growth trend, but it has not yet reached normal levels. It is necessary to consider the impact of the diminished base effect, because the downturn in the industry under the impact of the epidemic in 2020 caused a low base, and the base effect will diminish in 2021. In addition, the international economic recovery has weakened, coupled with factors such as power rationing in some domestic areas, as well as the impact of bulk commodity price fluctuations, etc., the growth rate of the main operating indicators of the textile industry has gradually slowed down. The whole year showed a trend of first high and then low. Judging from the average data of the past two years, the performance of the textile industry in the industrial sector is not outstanding.
Among various industry indicators, exports performed well. It is expected that textile and apparel exports for the whole year will exceed 300 billion US dollars, a record high. Among them, clothing exports have experienced outstanding growth. Due to foreign epidemic factors, clothing companies in Southeast Asia and other regions have suspended production, and a large number of orders have been transferred to China. Clothing exports have hit the highest record since 2016. In textiles, since 2021, as the global epidemic has stabilized, the surging demand for epidemic prevention materials in the international market has weakened significantly. my country’s exports of masks, protective clothing and other epidemic prevention materials have Continued decline. Although the export of anti-epidemic textile products has declined significantly, it still has a relatively high growth rate compared with the export scale in the same period in 2019 before the epidemic. After more than a year of explosive growth, global demand for anti-epidemic products is gradually entering a stage of normal growth.
From the perspective of the domestic demand market, from January to October, the national retail sales of clothing, shoes, hats, and knitted textiles above designated size increased by 17.4% year-on-year, and the national online retail sales of clothing products increased by 14.1% year-on-year. Judging from the two-year average figures, the growth rate is at a low level. As the industry with the highest degree of marketization, the market performance of the textile industry will serve as a bellwether. If demand in the textile industry is not strong, it means that domestic demand in other industries is also not strong.
In terms of industry operation quality and efficiency, total profits maintain a growth trend. However, the profitability differentiation of each link in the industrial chain is relatively obvious. Affected by the rise in commodity prices, the front-end benefits of the industrial chain have increased significantly. The total profit of chemical fiber has increased significantly, and the substantial increase in profits of chemical fiber and other industries has made up for the decline of other industries.
From an investment perspective, the overall investment in the industry is better than in 2020, but the average indicators in the past two years are not ideal. The investment characteristics show that large companies and leading companies continue to increase investment and extend to both ends of the industrial chain, but there is a clear lack of investment in small and medium-sized enterprises. There is also a part of the investment invested inintelligent transformation projects to promote industrial upgrading.
In terms of regional structural adjustment, Guangxi, Jiangxi, Henan and other provinces have achieved great results in investmentindustrial transfer, which shows that under the new situation, the regional structural adjustment of the industry is still continuing.
For the development of the industry in 2022, it mainly depends on the development trend of the epidemic. At present, the COVID-19 epidemic is still raging around the world and has also recurred in China. However, new progress has been made in COVID-19 vaccines and specific drugs. As the number of vaccinated people expands, if the epidemic can be controlled in the first half of 2022, the economic recovery speed in the second half of the year will be Accelerating, the textile industry will return to a low-speed economic growth situation.
Create a new situation in the development of the industry with excellent results
The “Textile Industry’s “14th Five-Year Plan” Development Outline” has been released. The textile industry will be based on my country’s new modern development goals and the new “dual cycle” development pattern with the domestic cycle as the main body, and adhere to the technology-driven, fashion-led, and green-oriented On the basis of the path, with independent technological innovation and industrial structure adjustment as the core guidance, we will further promote high-quality development, strengthen the industrial foundation, optimize the industrial system, take the “14th Five-Year Plan” as a new starting point, adapt to the new situation, seek new breakthroughs, and step into A new journey to achieve new development. In 2022, we must continue to carry out the “14th Five-Year Plan” layout and make new progress in intelligent transformation, low-carbon development, and improvement of soft power. As the global epidemic eases and countries gradually open up, the industry’s “One Belt and One Road” layout will also accelerate.
The “14th Five-Year Plan” must achieve high-qualityThe key to development is to lay a solid foundation in the following three aspects: First, we must continue to complete industrial upgrading. The overall level of industryintelligent manufacturing is not high yet, so we must speed up the pace of intelligent manufacturing. ; The second is to steadily promote the implementation of the dual carbon goals, strengthen the construction of systems based on carbon accounting and carbon emission reduction, and achieve green manufacturing; the third is to continuously improve soft power, make great efforts to improve original design capabilities, strengthen cultural communication, and enhance Brand influence.
The Central Economic Work Conference held recently required that economic work in 2022 should be stable and make progress while maintaining stability. Faced with the “triple pressure” of simultaneous weakening of demand, supply and expectations, the central government has proposed triple response measures of “expanding demand”, “adjusting supply” and “stabilizing expectations”. The textile industry is a consumer goods industry closely related to people’s lives. It can make greater achievements under the policy of smoothing the domestic circulation and stabilizing growth and promoting consumption.
Up to now, we have basically realized the construction of a strong textile country. The textile industry is no longer a traditional industry, but is becoming an industry where all high and new technologies are implemented. In the new year, we must unify our thoughts and actions with the Party Central Committee’s major judgments on the economic situation and the decisions and arrangements for economic work, plan the future work of the industry, improve our ability to respond to risks and challenges, and promote the implementation of work measures , continue to create new prospects for the development of the industry, and welcome the successful convening of the 20th National Congress of the Communist Party of China with outstanding results.
