The United States initially rules out subsidies for Chinese polyester staple fiber products

The U.S. Department of Commerce announced the results of its preliminary ruling on the 1st, confirming that polyester short fiber products imported from China and India are subsidized.

The U.S. Department of Commerce issued a statement on the same day saying that it has initially ruled that Chinese polyester staple fiber products exported to the United States receive subsidies ranging from 41.73% to 47.64%, while the subsidy range for Indian products ranges from 7.18% to 9.86%. Previously, due to complaints filed by three manufacturers of polyester staple fiber products in the United States, the U.S. Department of Commerce launched anti-dumping and countervailing (“double countervailing”) investigations on polyester staple fiber products imported from China, India, South Korea, and Vietnam on June 21.

According to U.S. procedures, the U.S. Department of Commerce and the International Trade Commission will make final rulings on the above-mentioned investigations in January and March respectively next year. If both agencies determine that such products imported from the above-mentioned four countries cause substantial damage or threaten related industries in the United States, the U.S. Department of Commerce will require Customs and Border Protection to impose “double-reverse” tariffs on the relevant products.

The U.S. Department of Commerce stated that from January 20 to October 31 this year, the U.S. Department of Commerce has initiated 77 anti-dumping and countervailing investigations, a year-on-year increase of 60%. This shows that the Trump administration has significantly increased its efforts in trade remedy investigations.

China’s Ministry of Commerce has repeatedly expressed the hope that the U.S. government will abide by its commitment to oppose trade protectionism, jointly maintain a free, open, and fair international trade environment, and properly handle trade frictions in a more rational way.
