Notice on Tariff Adjustment Plan

According to the relevant provisions of the “Import and Export Tariff Regulations of the People’s Republic of China”, the import and export tariffs on some commodities will be adjusted starting from January 1, 2018. For details, please see the “2018 Tariff Adjustment Plan”.

1. Import tariff rates
(1) Most-favored-nation tax rate
1. Starting from January 1, 2018, provisional tax rates will be implemented on 948 imported goods, of which 27 information technology products will have provisional tax rates until June 30, 2018 (see Appendix 1).
2. The second reduction in the most-favored-nation tax rate for information technology products listed in the schedule of the “Amendment to the Tariff Concession Schedule of the People’s Republic of China’s Accession to the World Trade Organization” will continue from January 1, 2018 to June 30, 2018. Tax, the third tax reduction will be implemented from July 1, 2018 (see Appendix 2).
3. Starting from July 1, 2018, a 10% most-favored-nation tax rate will be implemented for broken rice (tax numbers 10064010 and 10064090).
(2) Tariff quota rate
Continue to implement tariff quota management for eight categories of commodities including wheat, and the tax rates will remain unchanged. Among them, the quota tax rate for three types of chemical fertilizers: urea, compound fertilizer, and ammonium hydrogen phosphate will continue to implement a tentative tax rate of 1%. Continue to implement sliding tax on a certain amount of cotton imported outside the quota (see Appendix 3).
(3) Agreed tax rate
According to the trade or tariff preference agreements signed between my country and relevant countries or regions, agreement tariff rates have been implemented for some products under the China-Georgia Free Trade Agreement, and for China and ASEAN, Pakistan, South Korea, Iceland, Switzerland, Costa Rica, The agreement tax rates for some goods under the free trade agreements between Peru, Australia, and New Zealand and the Closer Economic and Trade Arrangements (CEPA) between the Mainland and Hong Kong and Macao have been further reduced (see Appendix 6).
2. Export tariff rates
Export tariffs or provisional export tax rates will be imposed on 202 export commodities such as ferrochrome (see Appendix 4).
3. Tariff Items
Some tax items will be adjusted according to domestic needs (see Appendix 5). After adjustment, the number of tax items in the 2018 tax code totaled 8,549.
The above plan, unless otherwise specified, will be implemented from January 1, 2018.
